EAST LANCASHIRE SYSTEMATIC EDUCATIONAL AND BENEVOLENT INSTITUTION .

The annual general meeting of this Institution was held at Freemasons' Hall , Manchester , on Friday , the 22 nd ult ., when tlie Report of the Finance and Audit Committee for the year was presented and adopted , and the regular business was

transacted , votes of thanks being passed to the officers and those who had rendered any special service during the year . It appears from the Report that the Institution is to be congratulated on the largely increased support it has received . In 1 S 99 the

Donations and Subscriptions amounted to close upon £ 93 1 , while in 1900 , notwithstanding the numerous claims which the brethren were called upon to satisfy , and more especially the fact that the Province subscribed about £ 400 to the South

African Masonic Relief Fund , the total received under this head was upwards of . £ 1125 , the actual excess being £ 194 14 s . There was also received from the Executors of Bro . SCHUSTER , who had always taken a great interest in the Institution , a

legacy of £ 250 , which , with the dividends on instalments amounting to over £ 616 and the balance from the 18 99 Account , give a total of receipts of over £ 2975 . The Expenditure was , in round figures , £ 128 3 , of whicli all but

about £ 163 for Establishment Charges and Bank Commission was devoted to the purpose for which thc Institution exists , there having been £ 53 8 13 s . 6 d . paid in Grants for Relief , including the small sums disbursed by the Almoners ;

£ 258 ios . on the education of 24 children ; and . £ 322 in annuities to poor brethren and brethren ' s widows ; thc excess ° f payments under these three heads over those in 18 99 being about £ 105 . The balance remaining to the good on the 31 st

Festival will be held on some day yet to be fixed during the summer of the present year . Many of the lodges have been already approached with a view to enlisting their sympathy and support , and from what they have learned , and what

they hope to learn when the remaining lodges have been canvassed the Committee appear to be sanguine of success . We hope their anticipations will be realised , as the object in holding this Festival is twofold . In the first place ,

the Committee are , as in duty bound , anxious to promote the interests of the Institution itself ; and in the second place , it is their intention to appropriate 1550 guineas out of the proceeds that may be realised towards the purchase of a Perpetual

Presentation to the Royal Masonic Benevolent Institution as a memorial of the respect in which the late lamented Prov . G . Master , Bro . Col . LE GENDRE N . STARKIE , who did so much to foster this Institution , was held throughout East Lancashire .

At the lirst and only Festival that has been held in aid of this Charity the late Col . STARKIE presided , and the Donations and Subscriptions exceeded £ 4000 . May the result at the Festival now approaching surpass even this splendid return !

West Lancashire Educational Institution.

WEST LANCASHIRE EDUCATIONAL INSTITUTION .

This—which was founded 111 1 S 50 , and is the senior of the four Institutions which West Lancashire so generously maintains for the benefit of its poor members and their widows and children—has fared exceptionally well during the year 1900 . Including the balance of £ 690 brought forward from 1899 , the

total on thc Receipt side of thc Treasurer ' s account reached to close on £ 3735 , the Donations and Subscriptions being £ 910 ; the interest on Investments , £ 825 ; and the proceeds of the Annual Ball , £ 309 ; while , in addition , there was received a sum of £ icoo from the Lord LATHOM Memorial Fund . The

Payments included over £ 7 6 for Printing , Stationery , & c , and for Bank Commission and Cheque Books ; nearly £ 1460 for the Education and Maintenance of thc children , of whom there were 211 on the books of the Institution during the past year ; and £ 1500 invested ; the balance to the good on the 31 st December ,

1900 , being not far short of £ 700 . But , as regards the sum expended for the benefit of thc children , and amounting , as we have just said , to about £ 1460 , we must not omit to reckon the year ' s proportion of the cost of Eight Presentations to other Educational Establishments , and as this represents a sum

of nearl y £ 121 , the total expended on the object for which the Institution was founded is over £ 1580 . As for the Invested Capital of this local Charity , it amounts to £ 24 , 928 7 s ., so that , with the balance in bank on the 31 st December last , the Assets of the Institution amounted to a sum of £ 25 , 627 , which , having

regard to the benefits that have been dispensed by the Institution for many years past is proof , if proof indeed is needed , that the Charity is both well , and economically managed . And what is equally to the credit of the Committee of Management is the fact that the services of the Executive and officers of the

Institution are rendered gratuitously , and that beyond tlie sum ° ( £ ? 3 - disbursed for printing , stationery , and postages not a penny is spent upon Management . The onl y thing we desire to sec eliminated from the Annual Report , from which we have extracted the foregoing particulars , is the entry "No

Return , which is placed against not a few of the lodges . It will be indeed a satisfaction to the Managing Committee when they find themselves in a position to include in the annual Statement of Account donations and subscriptions received from every lodge in the Province .
