Festival Chairman of the year ) distributed the prizes , offering a few kindly words of congratulation to each recipient . At the conclusion of this part of the proceedings , her ladyship delivered an address of a character so eloquent and , at thc same timc , so practical , that it evoked from all present the heartiest
app lause . The other portions of the afternoon ' s programme were faithfully carried out , the calisthenic display being greatly admired , while the music , both vocal and instrumental , clearly proved how well , and with what pains , the children are trained in this part of Ihcir education .

The Committee of Management of the Royal Masonic Benevolent Institution held their usual monthly meeting at Freemasons' Hall , on Wednesday , under the presidency of Bro . Col . A . Durrant . The Secretary having reported the deaths of three Male and two "Widow Annuitants and of one Male and
one Widow Candidate , and that £ 8000 had been invested on account of the Male Fund and £ 4000 for the Widows' Fund . The Report to be presented at the annual meeting was submitted ^ considered , and finally adopted . The Corrmittee also decided unanimousl y to increase the salary of Bro . J . G . Stevens , who has done them such sterling service , by £ 50 a year .
* ? » The anr . ual meeting of the Governors and Subscribers of the Institution will be held in Freemasons ' Tavern , on Friday , the 19 th instant , when , after the Report of the Committee of Management for the
past year has been considered , and the other business on the Agenda concluded , elections will follow of candidates to fill the vacancies that have occurred on the Male and Widows' Funds . The poll will be closed at 3 p . m ., andthe result wilt be made known as soon as possible during the evening .
* * For these elections there is , as has been the case for several years past , a formidable array of candidates and as the number of vacancies to be competed for is small by comparison , it is inevitable that the result , while it will give pleasure to the few who are
successful , will cause grievous disappointment to the majority who fail . The candidates , of whom 55 are men and 67 widows , are 122 in number , while for the Male Fund there will be elected only 15—12 to fill immediate and three deferred annuities . For the Widows' Fund the disproportion is even greater as there are only 12
annuities—nine immediate and three deferred—to be competed for by the 6 7 applicants . These were the num bers as they were declared by the Committee at their February meeting , but it generally happens that between the second Wednesday in February and the
third Friday in the present month , one or more annuities become vacant over and those declared by the Committee , and , as a rule , these are filled up as well . But in any circumstances the number of those who will be compelled to wait for at least another twelvemonth will be very considerable .
Of the 55 candidates for the Male Fund , 35 remain on the list from last year , and 20 are cases that have been since approved . London is responsible for 13 of the number , 41 hail from the Provinces , and one from a District Abroad . Of the 67 candidates for the Widows' Fund , there are 45 that were unsuccessful at
the last election , and 22 who have since had their names placed on the list . London furnishes 27 of the total number , the Provinces 38 , and Foreign Stations two . Taking the two lists together , we find there are two widows and one brother who have been before the electors for 16 years , and seven others who have been
there for periods ranging from seven to 14 years . The majority of these bring forward very few votes from their previous ballots , the highest number being 830 votes , which No . 1 on the Widows' Fund has to her credit towards her 16 th a pplication ; and what is still more worthy of note is that all these 10 cases arc from the Provinces .
It has been more than once proposed that something should be dons to relieve the lists of these sad cases either by giving the Committee power to place them on the Fund without ballot after a certain number of failures , or by removing their names and allowing the brethren or widows to make a fresh start . We do not see that anything can be done . It is
impossible not to sympathise with these poor old folk in their repeated disappointments , but if the Provinces from which they deiive their claims to be accepted as applicants do not see their way to helping them with votes , we cannot expect the electors in London and elsewhere to exert themselves on their behalf , to the not improbable detriment of the old brethren and widows in whom they are interested .
