Apparent to the Throne , and the first gentleman in this great empire ; and those drafts had been honoured by the increase of their lodges , thc increase of their members , and the increase in contributions to their Charities . Their lodges had increased by hundreds , their members by thousands , and their charily subscriptions by tens of thousands . The Grand Master had made a draft on them for a noble and worth ) ' object . Would they be so shabbyso mean , and so ungrateful as to dishonour his draft ?

, Thc motion having been satisfied , Bro . GLADWELL pointed out that Grand Lodge had just rejected a motion made for the purpose of maintaining the charitable grants of the Lodge ot Benevolence , and in the face of that refusal he did not think it would be competent for Grand Lodge to apply its funds to the object now proposed . The amount necessary to found these scholarships had not been stated , but he believed it was admitted that

as much as . £ 5000 or _ £ 6 ooo would be required . LJnder the circumstances he felt that he must oppose the motion . After some further discussion the motion was put to the vote , and lost . The PRESIDENT said that the next motion that appeared on the agenda paper was by Bro . James Stevens . Occupying thc chair it was his duty to consider the terms of the resolution , and he did not consider that resolution

in order , for this reason , that it did not appear to be in accordance with the Book of Constitutions in which the radius of ten miles is laid down . If it had been desired to alter that , it ought to have been a resolution to alter the Book of Constitutions by leaving out certain words and inserting others . This therefore was only an abstract motion , and would have to be followed

by a operative motion . He thought that was out of order . He thought it would leave a motion in Grand Lodge minutes at variance with the Book of Constitution , and therefore he was obliged to rule that the motion was out of order . The Grand Lodge was then closed in ample form with solemn prayer .

After Grand Lodge had been formally opened , the Grand Master and Deputy Grand Master were saluted , and the minutes were then read and confirmed . The following report of the General Board was taken as read , and ordered to be received and entered on the minutes : During the six months ending 30 th September , 1 SS 2 , thc number of certilicatcs

issued was 594 , increasing the registered advancements to a total of 16 , 733 . Ten Warrants for new lodges were granted , viz .: Nos . 299 , Davy , Wooton-under-Edge , Gloucestershire ; 300 , South Canterbury , Timaru , New Zealand ; 301 , Victoria , Montreal , Canada ; 302 , Derby , Derby ; 303 , Aroha , Winchester , New Zealand ; 304 , Orient , Yokohama , Japan ; 309 , Gosport , Gospoit , Hants ; 306 , St . Thomas ' s , St . Thomas ' s Mount , Madras ; 307 , Zaredatha , Faizabad , Bengal ; 30 S , Etruscan , Longton , Staffordshire . In the Degree of Royal Ark Mariner , 134 certificates were issued , making the total number of registered elevations 1250 , and two warrants for new lodges : Myrtle , attached to Mark Lodge , No . 25 S , Ferozepore , India . PROVINCES . Important changes have occurred . Captain Charles Hunter has been appointed as R . W . Provincial Grand Master of North Wales , in succession to R . W . Bro . Wm . Bulkeley Hughes , M . P ., whose lamented death occurred in March last . The counties of Warwickshire and Staffordshire , united in 1 S 76 for the purposes of provincial organisation , and ably and successfully ruled over by R . W . Bro . Rev . VV . K . Riland Bedford , have been separated , and two provinces constitutedviz :

, Warwickshire , over which Right Hon . Lord Brooke , M . P ., has been appointed as Provincial Grand Master ; Staffordshire , under the supervision of Lieut .-Col . Foster Gough , LL . D ., as R . W . Provincial Grand Master . ' in Madras , Bro . Col . R . H . Cunliffe has been nominated as Provincial Grand Master , in succession to R . W . Bro . Major Aubrey VV . O . Saunders ; and , it may be added , the condition and status of the Mark Degree in our Colonial Districts are 111 every respect exceedingly satisfactory . Grand Lodge is asked to conlirm the recommendation of W . Bro . Edward Alfred

Gillon to the rank and privileges of a Past Master of the Fidelity Lod ge , No . 9 S , Lahore , that Brother , owing to a necessitated change in the date of Installation , having served as VV . Master for 10 months only . The Fourteenth Anniversary Festival in aid of the Mark Benevolent Fund , held 011 19 July last at the Crystal Palace , under thc Presidency of the Right Hon . the Karl of Kintore , R . W . D . G . M . M ., proved to he the most successful yet held , the amount contributed by the united generous efforts of the Chairman and 33 Stewards having been £ 553 us . 6 d .

The recently established Educational Branch of the Benevolent Fund has completely fulfilled the expectations formed on its foundation , and its objects appear to meet with the unqualified approval of the Members of the Order . The Board , therefore , propose to extend its benefits by affording the advantages of its system of education to Girls , in addition to the Eight Boys , the reports of whose conduct and progress they are happy to state continue to be highly satisfactory .

The Board recommend that the word "Applicant" be substituted for the word " Brother in Article 116 of the Constitutions . The amount necessary to found these scholarships had not been stated , but he believed it was admitted that

as much as . £ 5000 or _ £ 6 ooo would be required . LJnder the circumstances he felt that he must oppose the motion . After some further discussion the motion was put to the vote , and lost . The PRESIDENT said that the next motion that appeared on the agenda paper was by Bro . James Stevens . Occupying thc chair it was his duty to consider the terms of the resolution , and he did not consider that resolution

in order , for this reason , that it did not appear to be in accordance with the Book of Constitutions in which the radius of ten miles is laid down . If it had been desired to alter that , it ought to have been a resolution to alter the Book of Constitutions by leaving out certain words and inserting others . This therefore was only an abstract motion , and would have to be followed

by a operative motion . He thought that was out of order . He thought it would leave a motion in Grand Lodge minutes at variance with the Book of Constitution , and therefore he was obliged to rule that the motion was out of order . The Grand Lodge was then closed in ample form with solemn prayer .

After Grand Lodge had been formally opened , the Grand Master and Deputy Grand Master were saluted , and the minutes were then read and confirmed . The following report of the General Board was taken as read , and ordered to be received and entered on the minutes : During the six months ending 30 th September , 1 SS 2 , thc number of certilicatcs

issued was 594 , increasing the registered advancements to a total of 16 , 733 . Ten Warrants for new lodges were granted , viz .: Nos . 299 , Davy , Wooton-under-Edge , Gloucestershire ; 300 , South Canterbury , Timaru , New Zealand ; 301 , Victoria , Montreal , Canada ; 302 , Derby , Derby ; 303 , Aroha , Winchester , New Zealand ; 304 , Orient , Yokohama , Japan ; 309 , Gosport , Gospoit , Hants ; 306 , St . Thomas ' s , St . Thomas ' s Mount , Madras ; 307 , Zaredatha , Faizabad , Bengal ; 30 S , Etruscan , Longton , Staffordshire . PROVINCES . Important changes have occurred . Captain Charles Hunter has been appointed as R . W . Provincial Grand Master of North Wales , in succession to R . W . Bro . Wm . Bulkeley Hughes , M . P ., whose lamented death occurred in March last . The counties of Warwickshire and Staffordshire , united in 1 S 76 for the purposes of provincial organisation , and ably and successfully ruled over by R . W . Bro . Rev . VV . K . Riland Bedford , have been separated , and two provinces constitutedviz :

, Warwickshire , over which Right Hon . Lord Brooke , M . P ., has been appointed as Provincial Grand Master ; Staffordshire , under the supervision of Lieut .-Col . Foster Gough , LL . D ., as R . W . Provincial Grand Master . ' in Madras , Bro . Col . R . H . Cunliffe has been nominated as Provincial Grand Master , in succession to R . W . Bro . Major Aubrey VV . O . Saunders ; and , it may be added , the condition and status of the Mark Degree in our Colonial Districts are 111 every respect exceedingly satisfactory . Grand Lodge is asked to conlirm the recommendation of W . Bro . Edward Alfred

Gillon to the rank and privileges of a Past Master of the Fidelity Lod ge , No . 9 S , Lahore , that Brother , owing to a necessitated change in the date of Installation , having served as VV . Master for 10 months only . The Fourteenth Anniversary Festival in aid of the Mark Benevolent Fund , held 011 19 July last at the Crystal Palace , under thc Presidency of the Right Hon . the Karl of Kintore , R . W . D . G . M . M ., proved to he the most successful yet held , the amount contributed by the united generous efforts of the Chairman and 33 Stewards having been £ 553 us . 6 d .

The recently established Educational Branch of the Benevolent Fund has completely fulfilled the expectations formed on its foundation , and its objects appear to meet with the unqualified approval of the Members of the Order . The Board , therefore , propose to extend its benefits by affording the advantages of its system of education to Girls , in addition to the Eight Boys , the reports of whose conduct and progress they are happy to state continue to be highly satisfactory .

The Board recommend that the word "Applicant" be substituted for the word " Brother in Article 116 of the Constitutions .
