THE PRELIMINARY REPORT of the census for Scotland and its islands was issued last week at the House of Commons . This shows the population to be 4 , 472 , 000 , an increase of 44 6 , 353 .

THE ROYAL ORDER OF SCOTLAND . —The Provincial Grand Lodge and Chapter of the Royal Order of Scotland , for London and the Metropolitan Counties , will not meet this year in July .

THE ASSOCIATION OF MEN OF KENT AND KENTISH MEN .-The council have decided to abandon the projected visit to Chislehurst next month , the limited accommodation being insufficient for the ever-increasing number of members . THE ARCHDEACON OF LONDON will be Canon-in-Residence during July , and will occupy the pulpit on Sunday afternoons at 3 . 15 ( except on the 7 th instant , when the Piimate will preach in the afternoon and the Archdeacon in the evening ) . MEMORIAL TABLET TO BRO . THE LATE SIR ARTHUR SULLIVAN . — A tablet to the memory of the late Bro . Sir Arthur Sullivan ( presented by Mr . H . Lewis Doulton ) will , on the 20 th instant , be placed by Bro . Dr . Cummings , Professor Prout , and Dr . Vincent , on behalf of the members of the London Section of the Incorporated Society of Musicians , on No . 8 , Bolwell-street ( or terrace ) , Lambeth , the birthplace of Ihe great composer , who was for many years a distinguished member of the society .

THE BRAZILIANS' WREATH FOR THE LATE QUEEN'S TOMB . —The Brazilian ollicers who were received by the King on Friday last , journeyed to Frogmore on the 2 nd instant to place their wreath on the tomb of the late Queen . The tribute is not a natural wreath , but a very finely wrought one of bronze . It is composed of alternate sprays of laurel and oak leaves , the latter dotted here and there with tiny golden acorns . The wreath bears an inscription in Portuguese .

PROVINCE OF WILTS . —Bro . the Rev . Frederick William Macdonald , P . G . M . Chaplain of England , P . S . G . W . Wilts , the Rector of Great Wishford , has been appointed by the Grand Mark Master , H . R . H . the Duke of Connaught , the Provincial Grand Maik Master of Wiltshire in the place of Bro . the late Earl of Radnor . At a meeling on the 29 th ult . of the Prov . G . Mark Lodge , at Swindon , the brethren unanimously recommended Bro . Macdonald to the Grand Master for the appointment , and the approval of the same has given great satistaction to the brethren in the province .

THE GREAT WESTERN RAILWAY COMPA NY , in conjunction with Messrs-Thomas Cook and Son , have just instituted interesting day trips to Stratford-on-Avoni and Kenilworth . An irclusive fare of 21 s . is charged for the railway journey , luncheon , and caniage drive . The corridor train by which the tickets are available leaves Paddington at 9 . 50 a . m ., and returns from Leamington at 6 . 1 S p . m ., arriving in London at S . 45 p . m . On Tuesdays Ihe drive is to Stratford-on-Avon and Shottery , via Charlecote Park and back , vid Hampton Lucy . On Thursdays it includes Warwick , Guy ' s Cliff , Kenilworth , and Stoneleigh Park .

THE QUEEN VICTORIA MEMORIAL FUND . —Under the patronage of the Queen a concert will be held at the Mansion House on Monday , the Sth instant , in support of the National memorial of the late Queen . Bro . the Lord Mayor will preside . Miss Janotha , the eminent pianist , who is arranging it , will be assisted by Madame Marches ! , Madame Marie Brema , Mr . Ben Davies , Mr . Bispham , Mrs . George Cornwallis-West , Miss Julie Opp , Mr . George Alexander , Mons . Hollman , and others . Madame Sarah Bernhardt has kindly consented to give a recitation .

THE SALE OF HOPPNER'S PICTURE OF LADY LOUISA MANNERS last week ( or the enormous sum of 14 , 050 guineas creates a new record for the price paid for a picture at public auction . The famous Gainsborough picture of the Duchess of Devonshire , which fetched 10 , 000 guineas in 18 7 6 , and _ was stolen shortly afterwards , held this proud pre-eminence for many years until it was eclipsed by Sir J oshua Reynolds ' s " Lady Betty Delmi , " which was sold a few years ago for 12 , 000 guineas .

This picture had been in the possession of the D-lme family ever since it was painted . The picture sold last week had also never come into the market before . Lady Louisa Manners became Countess of Dysart in her own right , and the late Lady Charles Bruce , Irom whose collection the picture came , was a daughter-in-law of Maria , Marchioness of Ailesbury , who was a daughter ot the Honble . Charles Tollemache , second son of the subject of the picture .

SALE OF ROYAL WINES . —The fact that last week brought to a conclusion the sa ' e of these wines attracted to the rooms of Messrs . Christie , Manson , and Woods a greater crowd than has been visible on any of the preceding days . Moreover , the nature of the remaining lots produced an additional interest in the proceedings . The prices have gone up each day some 10 or 15 per cent . Commencing at about 90 s ., successive examples quickly ran the figures to 100 s ., until the Windsor Castle cellars

were reached , when the biddings jumped to 165 s . fnr pale sherry bottled 1 S 75 , but only to drop to a little over 100 s . thereafter . For several lots 1021 . to nos . prevailed , these being exceeded for 1 S 71 bottling by js . and 4 ! . Pale golden sherry of 1 S 6 4 bottling ran up to 140 s ., 1 * 553 ., 160 s ., 200 s . A lull hereupon ensued for several lots , loos , continuing the price of several lots of pale sherry until three lots of sherry , announced as 1 S 20 , went for 250 s ., 305 s ., 270 s . respectively ; 5511 . ptsr djzin wis paid for the last lot but two , and slightly lt „ s for the penultimate and last .

THE HORNIMAN MUSEUM AND PARK . —The Horniman museum , library , and gardens at Forest Hill entered on a new phase on Saturdiy last , Bro . F . J , Horniman , M . P ., formally completing his magnificent gilt oi them to Loidon . The handsome building , which contains valuable zoological , botanical , geological , arch ; eo ! ogtcal , and other collections , has cost £ 40 , 000 , apart from the library of ( noo volumes , chosen largely with an eye to helping students of the museum . As for the gardens , which extend over 15 freehold acres , they are not only charming in themselves , but

command extensive views of the not unpleasing neighbourhood . Saturday ' s cerermny took place in the grounds . Mr . A . M . Torrance , Chairman of the London County Council , received from liro . Horniman the keys of the estate , and expressed the thanks of London for the munificent gift . Bro . the Duke of Fife then declared the museum , library , and gardens to be for ever dedicated to the use of London . Mr . Horniman , he said , had made them a present , the accumulation of which had occupied a lifetime , and the importance of which could not be over-estimated , not merely as affording pleas ure ,

but as helping study and promoting knowledge . lt was of paramount importance in these days that such institutions should exist in various parts of the country , and though the one with which this ceremony was concerned was for the whole of London , the people south tf the Thames would no doubt think themselves specially fortunate that it was in thtir district . Of course , an important and powerful body like the County Council could have provided the institution , but Londoners must feel the great . st pride and gratitude that the gift was due to a private citizen , such widely-dir . c : ej ginero sity being one of the healthiest signs of national life .

Masonic And General Tidings.

A ROYAL APPOINTMENT . —Maple and Co ., Ltd ., of Tottenham Court-road , London , and Paris , have been appointed upholsterers to his Majesty King Edward VIL PETERBOROUGH CATHEDRAL . —An anonymous donor has given £ 500 to Dean Ingram ' s Memorial Fund to complete the restoration of the west front of Peterborough Cathedral . BRO . DR . CUMMINGS will be one of the representatives of the Incorporated Society of Musicians on Saturday , 20 th instant , at the placing of a tablet to the memory of the late Bro . Sir Arthur Sullivan , on S , Bolwell-street , Lambeth , the birthplace of the composer .

FOR MANCHESTER JEWS . —After years of agitation Manchester is to have an exclusively Jewish hospital , at a cost of £ 60 , 000 . A site has been purchased from Lord Derby in the Cheetham district , right in the centre of the Hebrew colony , which numbers over 20 , 000 . Building operations are to begin at once . PROPOSED NEW BANK HOLIDAY . —Mr . Seymour Ormsby-Gore , M . P ., will on Tuesday introduce into the House of Commons a Bill which proposes that a Bank Holiday throughout the Empire—to be called Victoria Day—should be established at s ome conveaient date between Whitsuntide [ and August—preferably on or about the 1 st of July each year .

THE 29 th annual fete of the Butchers' Charitable Institution will take place at Walham Green on Wednesday next . The proceedings will be opened by Bro . the Lord Mayor and Lady Mayoress , who will be accomoanied by Bros . Alderman and Sheriff Vaughan Morgan , Sheriff Lawrence , M . P ., Alderman Sir William Treloar , and the Master of the Butchers' Company .

THE PROPOSED UNIVERSITY FOR LIVERPOOL .-The Liverpool City Council on Wednesday unanimously passed a resolution in support of the effort which is being made by University College to found a separate University for Liverpool . Although no appeal has yet been made to the publ ' c , promises amounting to ^ 100 , 000 have been received towards tbe establishment of the suggested University .

'I HERE COULD be no more striking sign of the march of time than the fact that the King on Tuesday went from Marlborough House to Windsor by motor car , and returned by the same vehicle in the evening . VVhen the late Queen came to the throne railways were still in the future so far as Windsor and Royalty ' were concerned , and her Majesty for so . ne years travelled ti and from town behind spanking teams ot horses .

BRO . THE LORD MAYOK has consented to preside at a meeting to be held in the Mansion House at three p . m . on Friday , the 12 th instant , in aid of the fund for building an Agricultural and Horticultural College for Women in connection with Lady Warwick ' s Agricultural Scheme . The speakers will be the Countess of Warwick , the Earl Grey , K . G ., the Right Hon . Henry Chaplin , M . P ., the Right Hon . Horace Plunkett , Lord Wolverton , and Mr . W . Scott-Scott .

THE GREAT CENTRAL RAILWAY .-Importantand numerous alterations have been made in the company ' s train service for the summer season . In addition , commencing on Saturday , the 13 th instant , through carriages for Scarborough will be attached to the S . 15 a . m . train from Marylebone ; and on the Monday following through carriages from Scarborough to Marylebone will be commenced . Ths service to the Isle of Man and the Irish mail service to Dublin have been greatly improved .

" RHINELAND " is the name given to a little illustrated work , which opens up fresh holiday districts in the little-known side valleys of the Rhine , a country even more charming and varied than the Ardennes , which were made known by Mr . Percy Lindley through " Walks in the Ardennes . " Leaving London in the evening , and the chief Northern and Midland towns in the afternoon , it is possible , at small expense , to reach some of these valleys early the following afternDin , viii Harwich and the H . ole of Holland .

THE COMMITTEE OF THE SCHOOL FOR THE INDIGENT BLIND , founded in 1799 , and incorporated by Royal Charter in 1 S 26 , have arranged for an afternoon concert in connection with the institution , to be held at the Queensberry Hall , Harrington-road , South Kensington , on Tuesday next , the gth inst ., aT three p . m . The director of music will be Mr . Herbert Hodge , F . R . C . O ., A . R . C . M . Applications for tickets , or contributions to the funds , can be made to the secretary , the Rev . St . Clare Hill , M . A ., Chaplain and Secretary , St . George ' s-circus , Southwark , S . E .

THE BIBLE used at the marriage service of Queen Victoria and Prince Albert was effered for sale by public auction at Thornton Rectory , Northamptonshire , on Tuesday , the 2 nd instant , at the disposal of the effects of the late rector , the Rev . John Couchman . The Bible was presented by her Majesty to the Rev . John Sleath , D . D ., subdean to the Chapel Royal , and its authenticity was abundantly verified . Started at a sovereign , the bidding rapidly rose to 40 guineas , for which sum the Bible was sold to Mr . C . Wilson , of Northampton . The intrinsic value of the volume was perhaps 10 shillings .

THE ANNUAL GARDEN PARTY given by Bro . Sheriff-Elect Horace B . Marshall , J . P ., to the children and friends of the Orphan Working School , Maitlandpark , N . W ., took place on the 29 th ult ., and was attended with great success . The bands of the S Division of the Police and the 4 th V . B . East Surrey Regiment played during the day , and the boy pipers of the Koyal Caledonian Asylum were also in attendance . The children indulged in athletic sports , military drill , and singing , and there was Maypole and ( lag drill by the infants , and fancy skipping by the girls . The entertainment concluded with a pyrotechnic display .

HIS LAST STAGE . —The last of the mail stage coach drivers between London and the Kent coast has just passed away in the person of Bro . Stephen Philpott , ot Dover , at the age Sg . He drove the London to Dover mail coach for many years , and when the railway superseded the stage coach on this route he drove the mail coach between London and Herne Bay . He had many interesting reminiscences . Whilst

driving from London to Dover he met the Prince Consort proceeding to London for his marriage with Queen Victoria . Bro . Philpott drove the first coach in the funeral procession of the Duke of Wellington from Walmer Castle . For many years he was the proprietor of the well-known hostelry , the Royal Oak , Dover , which was recently demolished for street improvements . He was the third oldest Provincial Grand Officer in Kentish Masonry . His death was due to an accident .

A MODERN ASTROLOGER . —Bro . " Venmar , " of Lodge No . 1685 . —The ancient Chald . cins and Egyptians and , since the Renaissance , more modern races also , have practised astrology , making calculations as to the future life of an individual from the relative position ot the planets at the time of his birth . Readers of "Guy Mannering , or , the Astrologer , " by the late Sir Walter Scott , will recollect that the motif oi the novel is in large measure the fulfilment of the disasters and events foretold by the position of the stars at the date of the hero ' s birth . But Guy Mannering

himself only half believed in the effect of the planets on the lives of individuals , and the subsequent wave of materialism which distinguished the greater portion of the 19 th century , nearly obliterated all belief in astrology . There are not wanting signs that that wave is now somewhat on the ebb , and there are many who mw believe in astrological influences and occult sciences . Of these Bro . " Venmar , " ol 72 , New Bondstreet ( a member of the Guelph Lodge and Chapter , No . 16 S 5 ) , is undoubtedly a genuine believer in , as well as a professor of , the art . He advertises in another column that he

may be consulted daily , from ten to six , or by letter , and his rooms have already been visited by several of the aristocracy , and a Royal lady of Greece , the Princess Comnenu Pabeologu , testifies to the correctness with which her past lite had been elucidated . A representative of the Freemason , who visited Bro . "Venmar" upon the latter deciding to advertise in this journal , was asked for the date and hour of his birth , and his horoscope being " erected " ( we believe that is the correct phrase ) , several of the

most important events of his past life were correctly described , both as to the details and the date of their occurrence . As to whether the astrologer ' s prognostications of future success triumphing over intermediate struggles and dangers be equally correct , time alone can show , but meanwhile our readers can visit Bro . " Venmar " and decide for themselves as to astrology being one of the " liberal arts and sciences , " or otherwise .

THE SALE OF HOPPNER'S PICTURE OF LADY LOUISA MANNERS last week ( or the enormous sum of 14 , 050 guineas creates a new record for the price paid for a picture at public auction . The famous Gainsborough picture of the Duchess of Devonshire , which fetched 10 , 000 guineas in 18 7 6 , and _ was stolen shortly afterwards , held this proud pre-eminence for many years until it was eclipsed by Sir J oshua Reynolds ' s " Lady Betty Delmi , " which was sold a few years ago for 12 , 000 guineas .

This picture had been in the possession of the D-lme family ever since it was painted . The picture sold last week had also never come into the market before . Lady Louisa Manners became Countess of Dysart in her own right , and the late Lady Charles Bruce , Irom whose collection the picture came , was a daughter-in-law of Maria , Marchioness of Ailesbury , who was a daughter ot the Honble . Charles Tollemache , second son of the subject of the picture .

SALE OF ROYAL WINES . —The fact that last week brought to a conclusion the sa ' e of these wines attracted to the rooms of Messrs . Christie , Manson , and Woods a greater crowd than has been visible on any of the preceding days . Moreover , the nature of the remaining lots produced an additional interest in the proceedings . The prices have gone up each day some 10 or 15 per cent . Commencing at about 90 s ., successive examples quickly ran the figures to 100 s ., until the Windsor Castle cellars

were reached , when the biddings jumped to 165 s . fnr pale sherry bottled 1 S 75 , but only to drop to a little over 100 s . thereafter . For several lots 1021 . to nos . prevailed , these being exceeded for 1 S 71 bottling by js . and 4 ! . Pale golden sherry of 1 S 6 4 bottling ran up to 140 s ., 1 * 553 ., 160 s ., 200 s . A lull hereupon ensued for several lots , loos , continuing the price of several lots of pale sherry until three lots of sherry , announced as 1 S 20 , went for 250 s ., 305 s ., 270 s . respectively ; 5511 . ptsr djzin wis paid for the last lot but two , and slightly lt „ s for the penultimate and last .

THE HORNIMAN MUSEUM AND PARK . —The Horniman museum , library , and gardens at Forest Hill entered on a new phase on Saturdiy last , Bro . F . J , Horniman , M . P ., formally completing his magnificent gilt oi them to Loidon . The handsome building , which contains valuable zoological , botanical , geological , arch ; eo ! ogtcal , and other collections , has cost £ 40 , 000 , apart from the library of ( noo volumes , chosen largely with an eye to helping students of the museum . As for the gardens , which extend over 15 freehold acres , they are not only charming in themselves , but

command extensive views of the not unpleasing neighbourhood . Saturday ' s cerermny took place in the grounds . Mr . A . M . Torrance , Chairman of the London County Council , received from liro . Horniman the keys of the estate , and expressed the thanks of London for the munificent gift . Bro . the Duke of Fife then declared the museum , library , and gardens to be for ever dedicated to the use of London . Mr . Horniman , he said , had made them a present , the accumulation of which had occupied a lifetime , and the importance of which could not be over-estimated , not merely as affording pleas ure ,

but as helping study and promoting knowledge . lt was of paramount importance in these days that such institutions should exist in various parts of the country , and though the one with which this ceremony was concerned was for the whole of London , the people south tf the Thames would no doubt think themselves specially fortunate that it was in thtir district . Of course , an important and powerful body like the County Council could have provided the institution , but Londoners must feel the great . st pride and gratitude that the gift was due to a private citizen , such widely-dir . c : ej ginero sity being one of the healthiest signs of national life .

BRO . DR . CUMMINGS will be one of the representatives of the Incorporated Society of Musicians on Saturday , 20 th instant , at the placing of a tablet to the memory of the late Bro . Sir Arthur Sullivan , on S , Bolwell-street , Lambeth , the birthplace of the composer .

FOR MANCHESTER JEWS . —After years of agitation Manchester is to have an exclusively Jewish hospital , at a cost of £ 60 , 000 . A site has been purchased from Lord Derby in the Cheetham district , right in the centre of the Hebrew colony , which numbers over 20 , 000 . Building operations are to begin at once . PROPOSED NEW BANK HOLIDAY . —Mr . Seymour Ormsby-Gore , M . P ., will on Tuesday introduce into the House of Commons a Bill which proposes that a Bank Holiday throughout the Empire—to be called Victoria Day—should be established at s ome conveaient date between Whitsuntide [ and August—preferably on or about the 1 st of July each year .

THE 29 th annual fete of the Butchers' Charitable Institution will take place at Walham Green on Wednesday next . The proceedings will be opened by Bro . the Lord Mayor and Lady Mayoress , who will be accomoanied by Bros . Alderman and Sheriff Vaughan Morgan , Sheriff Lawrence , M . THE PROPOSED UNIVERSITY FOR LIVERPOOL .-The Liverpool City Council on Wednesday unanimously passed a resolution in support of the effort which is being made by University College to found a separate University for Liverpool . Although no appeal has yet been made to the publ ' c , promises amounting to ^ 100 , 000 have been received towards tbe establishment of the suggested University .

THE GREAT CENTRAL RAILWAY .-Importantand numerous alterations have been made in the company ' s train service for the summer season . Ths service to the Isle of Man and the Irish mail service to Dublin have been greatly improved .

THE BIBLE used at the marriage service of Queen Victoria and Prince Albert was effered for sale by public auction at Thornton Rectory , Northamptonshire , on Tuesday , the 2 nd instant , at the disposal of the effects of the late rector , the Rev . John Couchman . The Bible was presented by her Majesty to the Rev . John Sleath , D . D ., subdean to the Chapel Royal , and its authenticity was abundantly verified . Started at a sovereign , the bidding rapidly rose to 40 guineas , for which sum the Bible was sold to Mr . C . Wilson , of Northampton . The intrinsic value of the volume was perhaps 10 shillings .

THE ANNUAL GARDEN PARTY given by Bro . Sheriff-Elect Horace B . Marshall , J . P ., to the children and friends of the Orphan Working School , Maitlandpark , N . W ., took place on the 29 th ult ., and was attended with great success . The bands of the S Division of the Police and the 4 th V . B . East Surrey Regiment played during the day , and the boy pipers of the Koyal Caledonian Asylum were also in attendance . The children indulged in athletic sports , military drill , and singing , and there was Maypole and ( lag drill by the infants , and fancy skipping by the girls . The entertainment concluded with a pyrotechnic display .

HIS LAST STAGE . —The last of the mail stage coach drivers between London and the Kent coast has just passed away in the person of Bro . Stephen Philpott , ot Dover , at the age Sg . He drove the London to Dover mail coach for many years , and when the railway superseded the stage coach on this route he drove the mail coach between London and Herne Bay . He had many interesting reminiscences . Whilst

driving from London to Dover he met the Prince Consort proceeding to London for his marriage with Queen Victoria . Bro . Philpott drove the first coach in the funeral procession of the Duke of Wellington from Walmer Castle . For many years he was the proprietor of the well-known hostelry , the Royal Oak , Dover , which was recently demolished for street improvements . He was the third oldest Provincial Grand Officer in Kentish Masonry . His death was due to an accident .

A MODERN ASTROLOGER . —Bro . " Venmar , " of Lodge No . 1685 . —The ancient Chald . cins and Egyptians and , since the Renaissance , more modern races also , have practised astrology , making calculations as to the future life of an individual from the relative position ot the planets at the time of his birth . Readers of "Guy Mannering , or , the Astrologer , " by the late Sir Walter Scott , will recollect that the motif oi the novel is in large measure the fulfilment of the disasters and events foretold by the position of the stars at the date of the hero ' s birth . But Guy Mannering

himself only half believed in the effect of the planets on the lives of individuals , and the subsequent wave of materialism which distinguished the greater portion of the 19 th century , nearly obliterated all belief in astrology . There are not wanting signs that that wave is now somewhat on the ebb , and there are many who mw believe in astrological influences and occult sciences . Of these Bro . " Venmar , " ol 72 , New Bondstreet ( a member of the Guelph Lodge and Chapter , No . 16 S 5 ) , is undoubtedly a genuine believer in , as well as a professor of , the art . He advertises in another column that he

may be consulted daily , from ten to six , or by letter , and his rooms have already been visited by several of the aristocracy , and a Royal lady of Greece , the Princess Comnenu Pabeologu , testifies to the correctness with which her past lite had been elucidated . A representative of the Freemason , who visited Bro . "Venmar" upon the latter deciding to advertise in this journal , was asked for the date and hour of his birth , and his horoscope being " erected " ( we believe that is the correct phrase ) , several of the

most important events of his past life were correctly described , both as to the details and the date of their occurrence . As to whether the astrologer ' s prognostications of future success triumphing over intermediate struggles and dangers be equally correct , time alone can show , but meanwhile our readers can visit Bro . " Venmar " and decide for themselves as to astrology being one of the " liberal arts and sciences , " or otherwise .
